Ref:- 9:111 Sura at TaubaNo doubt Allah has purchased from the MOMINEEN their wealth and themselves in return of the Jannat. In this business the price paid by them will give them JANNAT But why Allah does not receive their full capital? Its answer is in Sura Muhammad 47:36—37 (Forgetting the hereafter) this worldly life and its gaining are nothing more than a mere play and passing amusement..If you have firm faith in this reality and( in case of conflict between wordly gains and permanent values) guard permanent values, then the Divine Law of Mukafaat will grant you full reward for our efforts without asking for anything in return(Therefore at this juncture, you should contribute whatever you can for the establishment of Divine order .All this will be returned many fold to you). If Allah does not demand full wealth then how much he demands:- Sura An Aam 6: 161 If some bod brings one good deed with Allah it will be counted as ten. If a person pays 10% of his wealth then whole of his wealth reaches to Allah. Therefore Zakaat is 10% Zakaat is for whome? Ref:- Sura Maarig 70: 24..25 Thus by showing their generosity, they are in fact admitting the reality that their wealth is not only for their own use, but also for those whose resources cannot meet their needs; or those incapacitated and are unable to earn, thus being deprived of the necessities of life. This is their established right, which is well known to everyone. Therefore the generous one are only returning to them their right; and are not returning anything which is beyond their needs( 2:219) Zakaat means to Justify. & in the light of Qurani Ayahs it means: Justifying your whole year savings from what you earn, in Allah's path. Since childhood we're taught 2.5% as Zakaat's ratio. This ratio has been derived from Ahadees. & its written no where in Quran. Suppose: You save Rs.100 every year. Now, in the light of Qurani Ayahs there're 8 Masarifs of Zakaat. 2.5% of Rs.100 means Rs.2.5. If we divide it over the 8 Masarifs of Zakaat mentioned in the Quran, we get the answer: Rs.0.31. Now Is it justification? No. It isn't. Now, in the light of Surah e Anfaal, where HAMSUN (1/5th) is the amount mentioned to justify in Allah's path (from Maal e Ganeemat). We can use the same amount as Zakaat, because there're no chances of battles to be fought in the present & far future, & the words used in Surah e Anfaal are: Justifying Hamsun (1/5th part) of Maal e Ganeemat in Allah's Path. Suppose: You save Rs.100 every year. Now 1/5th Part of Rs.100 means Rs.20. If we divide it over the 8 Masarifs of Zakaat mentioned in Quran, we get the answer: Rs.2.5. Now, that seems to be justified. Our Govt. as of an Islamic Republic should think about it... The Quran has repeated the words Aaqimu ssa Latt a wa Aa tu Zakaat many times. In reality both are the pillars of the Quranic system. Salaat means to set up such society in which all the peoples should follow the divine rules and to reach their destination. Question rises " What is the purpose to establish such society. EEta eZakaat means to give and Zakaat means to nourish. Means to arrange the growth and development of the mankind. In this develoment both the physical and the development of the Self both are included. It is in Sura Hajj:- 22/41 ( concerning the group of opressed people which has at last risen to wipe out transgression and Zulm) If we bestow on them the authority to rule and they do come into power,(they will not do any injustice and oppression but) they will establish Salat(so that every one in the society follows the system of Divine Laws). they will provide means of development to each and everyone and enforce Laws which are in the conformity with the Divine Code(the Quran); and forbid people from doing anything that is contrary to it. In other words, in every case they will first look for the guidance given by Allah's Law; and then after discussion and consulation decide their affairs according to the Divine Law. Now what would be the procedure for an Islamic government to fullfil this system. First of all, alll the natural resources should be in the posession of the central government. So that may it may arrange according to the need of the people. Next, all what the people will earn must remain open so that government may take out of that as per need and may spend for the nourishment of the people. Quran has not mentioned any %age for this. At last government may nationalize the whole if needed 2/219. But it will proceed gradually.
